Dear Gent,
With reference to your letter of the 18th instant regarding Sir David Owen's report upon the Port of Hong Kong, I have obtained copies of the "Dock and Harbour Authority" to which Mr. Kennedy refers containing Mr. John Duncan's two letters, photographic copies of which are enclosed.
We do not know what
information was given to Sir David Owen before his departure to Hong Kong, but it appears from Kennedy's proposed letter that Mr. Duncan's report was in fact in Sir David's hands before he left this country.
It will be seen that Duncan disagrees with many of Sir David's recommendations and
